The Mechanical Acceptance Test Engineer is responsible for the mechanical equipment acceptance testing and heating, ventilation, air conditioning, testing, and balancing inspection services support at the Naval Air Weapons Station China Lake (NAWSCL).

The work assignment will be at a remote DOD test facility in the South-Central California desert.

This is contingent on the award of the contract.

Key responsibilities:

  • Participate in pre-construction meetings on projects with highly sophisticated technical requirements or critical completion dates
  • Monitor and provide detailed surveillance of construction contract submittals and routinely provide on-site inspection of mechanical equipment and systems
  • Serve in the field of HVAC system delivery, particularly during the construction phase of the acquisition process
  • Perform Quality Assurance reviews of drawings, specifications, calculations, cost estimates
  • Review submittals for completeness, functionality, sound engineering practice and compliance with the government criteria, and other applicable codes and standards
  • Investigate project sites, as required, to collect all pertinent data
  • Monitor the status of construction projects for quality and timeliness of construction on contracts that involve technically complex mechanical system aspects
  • Subject Matter Expert and technical specialist in the area of mechanical equipment/systems acceptance testing
  • Perform technical administration of acceptance and commissioning programs, including coordination efforts with other engineers and architects involved in multi-discipline projects
  • Identify risk associated with design and construction and develop mitigation strategies or alternatives
  • Evaluate all mechanical systems to confirm installation complies with the design intent and provides the desired levels of system performance.
  • Provide direction for the Testing, Adjusting, Balancing and Startup (TABS) Program and the associated Performance Verification Testing / Functional Performance Testing
  • Prepare and submit correspondence, reports, oral presentations on mechanical acceptance and testing
  • Provide technical responses to mechanical equipment acceptance testing and HVAC testing/TABS Requests for Information (RFIs).
  • Perform other responsibilities associated with this position as may be appropriate.

Qualifications to be successful in the role:

  • Degree in Mechanical Engineering, preferably a Professional Engineer
  • Minimum of 10 years of actual design experience
  • Minimum of seven (7) years of specialized experience in acceptance testing of mechanical equipment and mechanical systems including HVAC and DDC equipment and systems on commercial/industrial type facilities contracts valued in excess of $10 million
  • Knowledge of complex HVAC systems, steam systems, hydronic water systems, plumbing systems, commercial refrigeration systems, including hot gas bypass, low ambient head pressure controls, and direct digital control systems
  • Knowledge of mechanical trades required to install and maintain HVAC especially electrical and plumbing system components
  • Performed quality control and quality assurance and reviews of drawings, specifications, calculations, cost estimates and studies
  • Knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting mechanical engineering design throughout the area of responsibility
  • Must be certified as a commissioning professional by the Associated Air Balance Council (AABC) Commissioning Group (ACG), the Association of Energy Engineers (AEE), the American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHRAE), the Commissioning Process Management Process Management Professional (CPMP), the Building Commissioning Association (BCA), the National Environmental Balancing Bureau (NEBB), or the University of Wisconsin - Madison (UWM)
  • Able to complete an SF-85-P, Questionnaire for Public Trust Positions necessary for base/building access requirements
  • Experienced with the use of Autodesk software, Microsoft Office products, mechanical engineering design and analysis software, including load analysis and energy modeling software, and other applicable DoD computer systems and software
  • Able to obtain secret clearance for security access
  • Holds a current drivers’ license
  • Must lawfully reside in the United States and be eligible for employment (Planate does not sponsor visas or work permits)
