Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies.

The Construction Manager is responsible for providing construction oversight and management to assure compliance with contractual requirements. Also, will also recommend approval of work in accordance with contract terms.

The work of assignment will be in U.S. Naval Base Guantanamo Bay, Cuba. This is contingent on the award of the contract.

Key responsibilities:

  • Reviewing pre-final contract drawings and specifications with respect to constructability and compatibility with actual field conditions
  • Reviewing and recommending approval of contractor administrative submittals such as schedules (both bar charts and networks), environmental protection plan, design and construction quality control plan, health and safety plan, accident prevention plan; and coordinate review and approval of technical “Government-approved” submittals such as shop drawings, product data, samples, design data, manufacturer’s instructions, test plans/reports, certificates, and O&M data in a timely manner
  • Managing the contractor Requests for Information (RFIs) and ensuring timely responses
  • Ensuring effective communication with the project manager, design manager, contract specialist, the contractor, the construction engineering technician, the client, and others as appropriate
  • Reviewing daily construction progress at the site as well as through the Engineering Technician/Quality Assurance (ET/QA) representatives and CQC reports; and attending QC meetings including preparatory meetings involving critical work activities
  • Administering technical aspects of construction contract modifications (prepare cost estimates, review cost proposals, assist contract specialist or contracting officer in negotiations, prepare modification packages for processing by contracting officer)
  • Providing project status updates to senior personnel within the field office or Supported Command
  • Assisting the NAVFAC Project Manager in management of Post Construction Award Services (PCAS)
  • Coordinating construction operations between contractors, station personnel, and other government agencies
  • Ensuring contractor is conducting monthly site safety self-evaluations and taking appropriate, timely action to ensure contractor compliance of safety and health requirements, including recommended dismissal of key contractor staff due to non-performance or recurring violations
  • Provide support to the ET in securing/coordinating outages
  • Monitor the design and construction clarification process and, when appropriate, remind the designer and other parties involved of the need for timely actions
  • Performing other responsibilities associated with this position as may be appropriate.

Qualifications to be successful in the role:

  • Degree in Mechanical or Electrical Engineering is preferred, but other disciplines are acceptable if combined with the required experience outlined below:
  • A minimum of eight (8) years combined experience as a Construction Manager or Project Engineer on projects of similar size and complexity.
  • The individual must have at least two (2) years’ experience on energy, utilities and/or power distribution projects. Experience with turbine generators and/or liquefied natural gas facilities preferred.
  • Sound understanding of engineering concepts, principles and practices applicable to civil, mechanical, electrical, and energy engineering concerned with the design, construction and equipment installation related to energy conservation, utilities and power generation projects
  • Thorough knowledge of construction practices and methods as well as construction management
  • Knowledgeable with Primavera SureTrak scheduling software and/or other construction scheduling software packages
  • Knowledge of safety practices in the construction industry, including a background of familiarity with USACE (EM -385-1-1) and OSHA safety requirements
  • Completed 30 hrs. OSHA Construction training and 40-hours NAVFAC Hazard Awareness Course
  • Construction Quality Management (CQM) is essential
  • Must be US Citizen and able to obtain a Department of Defense Confidential Clearance for unescorted visits in restricted areas
  • Ability to write and speak English fluently in order to provide reports and make presentations to Government personnel.
