Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service missions (Army, Air Force, Navy, Marine Corps), along with other US federal agencies. 

The Planning Engineer will be responsible for the preparation of various strategies for all planning activities to meet project objectives. Also, will recommend appropriate improvements and ensure optimal quality of all project schedules and evaluate reports.

The place of performance will be in Kabul, Afghanistan.

This position is contingent to the award of the contract.

Key responsibilities:

  • Power system modeling down to distribution substation level
  • Analysis of constrains
  • Develop and conduct computer modeling of network expansion options to match various generation and transmission expansion plans, and forecasted demand
  • Conduct distribution network studies and engineering analyses described in TOR
  • Coordinate with results of PSMP and other available system planning studies
  • Coordinate with adopted system planning criteria and address system design considerations
  • Support in specification and cost estimate development
  • Support in development of risk mitigation plan
  • Provide capacity building and on-the-job trainings for the DABS personnel involved in modeling;
  • Assist other team members as required
  • Perform other responsibilities associated with this position as may be appropriate.

Qualifications to be successful in the role: 

  • Degree in Electrical Engineer
  • Minimum of 15 years’ working experience in similar assignments, including at least 10 years of relevant international assignments (outside his/her country of origin) with strong experience in system modeling for load flows, fault level calculations, conductor optimization, and capacitive compensation
  • Good communication skills and competency working with counterpart staff on system design are required
  • Good modeling experience and proficiency in industry-standard modeling software for distribution design
  • Proficient in English both written and oral.
