Planate Management Group is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, USA with a technical support center in the Philippines that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service missions (Army, Air Force, Navy, Marine Corps), along with other US federal agencies.

Tariff Specialist will be responsible for analyzing existing annual reports, audit reports, business plans, regulatory directives, of Da Afghanistan Breshna Sherkat (DABS)  with an outline of the existing tariff setting methodology and procedures. 

The place of performance will be in Kabul, Afghanistan. 

This position is contingent to the award of the contract.

Key responsibilities:

  • Analyze the existing tariff methodology and structure
  • Analyze DABS cost structure, existing and expected cost as well as revenue requirements
  • Develop gap analysis of tariff setting methodology and procedures benchmarked with the regional power utilities. The benchmarking shall be complemented by case studies of various tariff policies in developing countries and their applicability in Afghanistan
  • Develop recommendations for improved tariff setting methodology, structure and policy
  • Evaluate (cost-benefit analysis) and conduct sensitivity analysis of the proposed tariff structure
  • Develop the tariff calculation model (preferably in MS Excel)
  • Train dedicated DABS personnel on appropriate use and further development of the model.

Qualifications to be successful in the role: 

  • Degree (Master’s degree will be an advantage) in economics or electrical engineering
  • Minimum 15 years of relevant experience and 5 years of international work experience on similar assignments, proven communication skills
  • Proficient in tariff analyses, developing tariff methodologies and policies, tariff setting mechanisms and models
  • Fluency in English (Dari and/or Pashto would be an advantage) with strong written and spoken skills.
