Planate Management Group is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, USA with a technical support center in the Philippines that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service missions (Army, Air Force, Navy, Marine Corps), along with other US federal agencies.

The Leading Forecaster Specialist will be responsible for assessing the existing electricity demand and develop demand forecast using appropriate forecasting methods and developed model help support the Da Afghanistan Breshna Sherkat (DABS) project activities. 

The place of performance will be in Kabul, Afghanistan.

This position is contingent to the award of the contract. 

Key responsibilities:

  • Conduct the assessment of existing energy sector related policies, regulations and the national energy strategy
  • Develop distribution demand forecasting model for DABS
  • Coordinate the developed demand forecast with the Power Sector Master Plan (PSMP)
  • Provide capacity building and on-the-job trainings to counterpart personnel involved
  • Assist other team members as required.

Qualifications to be successful in the role: 

  • Degree (Master’s degree will be an advantage) in economics or electrical engineering
  • Minimum 20 years of experience, including at least 10 years in leading positions, 5 years of relevant international work experience on similar assignments, proven communication skills
  • Fluency in English (Dari and/or Pashto would be an advantage) with strong written and spoken skills
  • Experience and proficiency in setting up demand forecasting models.
