Planate Management Group is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, USA with a technical support center in the Philippines that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies.

The Architect will be responsible to develop preliminary design for all facilities that includes the technical requirement, list of equipment and furniture .This is to support the Ministry of Health and Social Protection of Population of the Republic of Tajikistan (MOHSPP) with the planning, procurement, and supervision of construction and rehabilitation works, and the planning, procurement and supervision of the installation of medical and non-medical equipment at selected health care facilities in the Project’s target districts to improve access to quality maternal and child health (MCH) integrated care.

The work of assignment will be in Dushanbe, Tajikistan.

This is contingent on the award of the contract.

 Key responsibilities:

  • Review and update the concept design developed during TRTA for each facility; adapt the design to the local conditions of the selected site
  • Perform all necessary test (soil, water power supplies, sewages, etc.) to prepare the facilities design
  • Develop detailed architectural and engineering design for the construction work. The detailed digital architectural and engineering drawings ready for construction (considering the equipment and furniture installation, the sustainability and the needs for energy supply and savings, water supply and sanitations). This design will be used as a baseline to monitor construction and automatically detect the discrepancies against design and constructed material during the construction. The architectural and engineering design needs to be 3D plus additional 4th layer to manage construction progress. The design should be done through commercial best-in-class Building Information Model (BIM) software which has standard API to export the data, to be approved by ADB
  • Upload detailed design data which was created by aforementioned BIM software to the design monitoring and discrepancy detection solution that ADB provides. Re-upload as design needs to be updated
  • Elaborate Bills of Quantities (BoQ) for civil works with cost estimates and submit for approval the detailed design and BOQ for State Expertise
  • Develop the works and disbursement schedules
  • Train the PAG staff on facility design and costs estimates based on market price
  • Assist PAG with the preparation of Bidding Documents for the procurement of works through open competitive bidding (OCB) using SBD ADB June 2018 or amended
  • Support the PAG with the pre-bidding meetings, the answers to bidders’ requests of clarifications, bid (technical and financial) evaluations according to ADB regulations 2017
  • Perform other qualified duties as assigned

Qualifications to be successful in the role:

  • Master’s degree in Architecture or equivalent
  • Experience in Design of Health Facilities
  • At least 15 years’ experience in design of buildings projects - S/he has at least worked to design 2 hospitals of a capacity of more than 100 beds - Having a background Building Energy Management will be an asset
  • Experience of working with top-management of national ministries and local authorities would be an advantage
  • Experience in working in Central Asia region will be an advantage
  • Proficient in English both written and verbal skills
  • Able to speak Russian or Tajik is a plus.
