Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies.

The Civil Engineer will be responsible to provide day-to-day supervision and inspection of works on site and monitor all contractors’ activities and recording site conditions this is to support the Ministry of Health and Social Protection of Population of the Republic of Tajikistan (MOHSPP) with the planning, procurement, and supervision of construction and rehabilitation works, and the planning, procurement and supervision of the installation of medical and non-medical equipment at selected health care facilities in the Project’s target districts to improve access to quality maternal and child health (MCH) integrated care.

The work of assignment will be in Dushanbe, Tajikistan.

This is contingent on the award of the contract.

 Key responsibilities:

  • Develop preliminary a detailed design for rehabilitation works and (new) construction of district health care facilities following the infrastructure development program prepared by the TRTA (concept design)
  • Establish the detailed list of equipment and materials to be procured to assure full functioning of the rehabilitated / newly constructed health care facilities
  • Review the master plan and concept design and Initial Environmental Examination and related documents prepared under the Transaction Technical Assistance (TRTA)
  • Develop tests, preliminary design and equipment and furniture lists and estimates
  • Develop detailed design and technical specifications for materials needed to prepare the tender documents for works
  • Detailed bill of quantities and related item per item estimates
  • For equipment medical and non-medical, furniture: define the list of items, bill of quantities, technical specifications, delivery and installation requirements, related services and delivery and installation planning to prepare the bidding documents
  • Support the preparation of the bidding documents for works and goods according to the last ADB regulations
  • Supervise the construction works as well as deliveries and installations of medical and non-medical equipment and furniture
  • Review the mensal Contractor’s claims and Environmental Management Plan for each facility
  • Support the EA to manage the Contractors variation order and disputes risks
  • Report on project progress until completion (final reception of works and equipment
  • Perform other qualified duties as assigned

Qualifications to be successful in the role:

  • Master’s degree in Civil Engineering or equivalent
  • Experience in management and supervision of construction works
  • At least 15 years’ experience in design and supervision of buildings projects;
  • At least worked as Resident Engineer for design supervision of construction and equipment of at least 2
  • hospitals of a capacity of more than 100 beds; and
    • Having a background in electrical mechanical and Building Energy Management will be an asset;
    • Staff training (managerial and technical) for individual and institutional capacity building on contract management will be an asset.
  • Recent experience in countries with transition economies and experience of working with top-management of national ministries and local authorities would be an advantage
  • Proficient in English both written and verbal skills
  • Able to speak Russian or Tajik is a plus.
