Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service missions (Army, Air Force, Navy, Marine Corps), along with other US federal agencies.

The Civil Engineer will be responsible to provide preliminary engineering design (to feasibility level) of new buildings and structures to help support the team leader in preparation of a master plan for the redevelopment of the National Institute of Education (NIE) campus located in Phnom Penh, Cambodia.

This is contingent on the award of the contract. 

Key Responsibilities:

  • Investigate and study to verify the February 2018 Structural Condition Assessment
  • Provide optional layouts for site development and calculation of building sizes to satisfy NIE’ s requirements
  • Investigate the locations of existing utility and other site services, make physical checks on their condition, and make proposals for their augmentation to suit Master Plan proposals
  • Conduct cost comparison of optional Master Plans and selection of the most appropriate option upon agreement from NIE management and MoEYS leadership
  • Perform other responsibilities associated with this position as may be appropriate.

Qualifications to be successful in the role:

  • At least a master’s degree in civil engineering
  • With 8 years’ post graduate experience of planning and design of buildings, including building services (water supply and distribution, wastewater collection and disposal, power supply and distribution) in Cambodia
  • Knowledgeable and with previous experience of restoration techniques for heritage buildings
  • Able to exercise good interpersonal skills
  • Must be able to communicate fluently in English.
