Planate Management Group is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, USA with a technical support center in the Philippines that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service missions (Army, Air Force, Navy, Marine Corps), along with other US federal agencies.

The International Civil Engineer will be responsible to prepare a Master Plan for Construction, Renovation, Upgrading and Redevelopment of the National Institute of Education (NIE) campus located in Phnom Penh, Cambodia. Also, will lead the team in providing design, planning and conducting independent work requiring judgment in the evaluation, selection, application and adaptation of engineering techniques, procedures and criteria.

This is contingent on the award of the contract.

Key Responsibilities:

  • Prepare a detailed Master Plan for the phased construction, renovation, upgrading, and redevelopment of the NIE campus in which related works must include gender physical design features
  • Study (i) Structural Condition Assessment of Existing Buildings, National Institute of Education, by Dr. Mom Mony (February 2018) and (ii) an institutional study by two Organizational Development specialists
  • Guide his team in taking Dr. Mony’s study into more detail, as well as outlining at least three options for a physical Master Plan for phased development of the whole NIE site responding to the 2050 Cambodia vision. The Master Plan must include details and preliminary engineering and architectural designs of building renovations; any newly proposed buildings; infrastructure; site works and green landscaping (sewage, electricity, path, water system, entrance, fence, etc.); and must align with spatial and building use requirements that devolve from the institutional study
  • Coordinate the two input streams and be responsible for presenting draft options for discussion and agreement with NIE management within 6 months after the contract inception and presenting the finalized draft in the further 3 months
  • Perform other responsibilities associated with this position as may be appropriate.

Qualifications to be successful in the role:

  • At least a master’s degree in civil engineering
  • With 10 years’ post graduate experience on construction, renovation, upgrading and redevelopment of educational institutions
  • Knowledgeable and with previous experience of restoration techniques for heritage buildings
  • Able to exercise good interpersonal skills
  • Must be able to communicate fluently in English.
